Error description and message

For our contests, we only allow the "Judges" user group to rate images, so I disable rating in Registered Users group permissions during the contests.

However, when the contest ends we want to display the ratings to everyone.
Unfortunately the rating display seems to be tied to the rating permission, so after the end of a contest, I have to change permissions in the Registered Users group to "Allow ratings" (even though rating is not allowed for an ended contest.)

Is it possible to separate the display from the permission?
