All uploaded images not showing

Error description and message
Hi any image I upload does not show up I can see the gallery and upload a image but it will not show. I have refreshed all cache. Hotlinking is disabled. Wen I do upload a image it goes into the images\upload folder OK however nothing is ever created in the following folders.

images\cache
images\medium

Any ideas?
