feelfeeling a bit spoiled, please let me also ask this: How do I translate the meta "Recent Topics" into Persian so that it shows it in Persian and NOT in English?

you should replace ... with your language package name:
for you it is language/fa/mods/info_acp_recenttopics.php
And then its a file in your forum...
